New APVI East Java 2026-2029 Board Faces Regulatory Challenges

Leaders from RSR Brew joined representatives from various device and e-liquid brands at the official inauguration of the APVI East Java board, held at Legacy Ballroom Surabaya on Tuesday, October 6, 2026.

General Chairman of APVI, Budiyanto, officially inaugurated the new board lineup, formalizing their leadership for the 2026–2029 term.

The ceremony marks a fresh start for the newly appointed leaders to unite their ranks, ready to respond to tightening marketing rules and ongoing scientific debates.

Ready to Comply with PP 28 of 2024 Rules

Right after the ceremony, discussions immediately turned to business readiness, focusing on how companies will follow upcoming promotion limits on e-cigarette products.

The primary concern is keeping up with the strict advertising restrictions set out in Government Regulation (PP) No. 28 of 2024.

With enforcement starting in early 2028, these new rules require everyone across the supply chain to quickly understand the mandates and adjust day-to-day operations.

APVI East Java highlighted that stronger communication between business owners, the government, and regulatory bodies is the real key to a smooth adaptation process.

Strengthening Business Integrity and Keeping Products Drug-Free

For the new leadership, keeping high business ethics is essential, with strict compliance on buyer age limits remaining a top priority.

APVI East Java also made a firm stance against any misuse of vape products, completely rejecting e-cigarettes being used for illegal drug distribution or use.

This commitment represents the unified voice of legal industry players who consistently run compliant, law-abiding operations.

Pushing Back on BRIN's Study and Opening Up Dialogue

APVI East Java also addressed a recent study from the National Research and Innovation Agency (BRIN) that linked vaping to higher diabetes risks.

The association called for the research methodology and data to be fully disclosed so that independent experts can review it openly and transparently.

“We want to keep a healthy dialogue open with BRIN to review their study parameters, so regulatory decisions aren't made based on one-sided claims,” said APVI General Chairman Budiyanto.

Unilateral conclusions risk harming compliant businesses and could jeopardize the future of the entire national market.
